Best area around lock and Dam 19, try the riverfront area south of the bridge. Also try the raceway behind the dam from Corp of Engineers headquarters, cross the catwalk to the dam and walk toward the powerhouse.  Check out Rand Park and upstream on River Road, down stream from Montrose, and Montebello area.
